Federal And State Technology (FAST) Partnership Program

The Federal and State Technology (FAST) Partnership Program provides funding to organizations to execute state/regional programs that increase the number of SBIR/STTR proposals leading to an increase in the number of SBIR/STTR awards from women, socially/economically disadvantaged individuals, and small businesses in underrepresented areas – typically rural states. Eligible applicants include state and local economic development agencies, colleges and universities, accelerators, incubators, Small Business Development Centers (SBDCs), Women’s Business Centers (WBCs), Procurement Technical Assistance Centers (PTACs), and other technology-based economic development entities. Only one proposal is allowed per state, with an accompanying letter from a state’s governor or equivalent. Varying levels of matching funds are required from each participating state or territory. Job Creation and Economic Development Program

Golden LEAF funds economic development projects that focus on creating and retaining jobs, attracting new business to North Carolina, expanding industries, and training new workers. Primarily, these projects are meant to create, expand, or improve business activity in tobacco-dependent, economically distressed or rural communities. Golden LEAF partners with the North Carolina Department of Commerce, the Economic Development Partnership of North Carolina, and local governments to provide gap funding to assist with job creation.

Supply Chain Optimization + Supplier Matching Program
North Carolina Manufacturing Extension Partnership

Through funding provided by the National Institute of Standards and Technology (NIST), an agency of the U.S. Department of Commerce, the North Carolina Manufacturing Extension Partnership (NCMEP) is providing supply chain sourcing opportunities and supplier matching services at no cost to North Carolina manufacturers. This program is being administered by NC State University Industry Expansion Solutions for the NCMEP network.

The objective of the program is to expand existing capabilities to build a supply chain network that relies more on local and national suppliers to strengthen the U.S. manufacturing industry resilience. Our supply chain experts will work with your organization to understand your supplier needs and match you with vendors who can meet your urgency to ensure you provide quality products on time to your customers.

When you submit a supply chain request, we will provide a list of suppliers that match the specifications you provide. Manufacturers are strongly advised to exercise due diligence before entering agreements and are solely responsible for vetting and ensuring the quality and regulatory compliance of all goods/services transacted.

Work Opportunity Tax Credit

The Work Opportunity Tax Credit encourages employers to hire individuals who are qualified for open positions but face barriers to employment. Businesses can receive a one-time tax credit for hiring a qualified job applicant, including Recipients of Temporary Aid to Needy Families (TANF) or the Supplemental Nutrition Assistance Program (SNAP), former offenders, vocational rehabilitation recipients, unemployed veterans, or veterans with a disability.
